What is a Utah SWPPP Amendment?
A Utah SWPPP amendment is a modification to a Stormwater Pollution Prevention Plan (SWPPP). SWPPPs are required for construction projects that disturb more than one acre of land or are part of a Common Plan Development.



The purpose of a SWPPP is to prevent pollutants from leaving the construction site and entering waterways leading to our rivers and lakes.



In Utah, SWPPP amendments must be made when there is a change to the construction site or the stormwater best management practices (BMPs) that are being used to prevent pollutants from leaving the site.



For example, if the location of the trash bins, concrete washouts, or portable toilets are relocated, the SWPPP map must be updated. If the type of construction activities changes or construction activities change the direction or amount of stormwater runoff, an amendment to the SWPPP would be required.



Additionally, if the BMPs are not effective in preventing pollutants from leaving the site, an amendment would be required to identify and implement new or additional BMPs.



The process for amending a SWPPP in Utah is similar to the process for developing a new SWPPP.



The amendment must include a description of the changes to the construction site or the BMPs, and it must be submitted to the governmental entity or the Utah Department of Environmental Quality (DEQ) for approval.



Here are some of the stormwater amendment regulations in Utah:



Amendments must be made within 7 days of the change to the construction site or the BMPs.

You must maintain records showing the dates of all SWPPP modifications and a summary of the changes.

You must notify any subcontractors or others that are affected by amendments to the SWPPP.​



Whether or not you need a SWPPP amendment in Utah depends on whether there has been a change to your construction site or the BMPs that are being used to prevent pollutants from leaving the site.



If there has been a change, you will need to amend your SWPPP to reflect the change.
